GROUP GIVES STEARNS AN "A+" RATING
OCALA, OCT. 30, 2008 – Rep. Cliff Stearns (R-Sixth) has been endorsed by the English First Political Victory Fund in his re-election effort. "By your deeds, you have earned the endorsement of the English First Political Victory Fund," wrote Jim Boulet, Jr., Executive Director of English First Political Victory Fund.
"The Salvation Army gave two employees one year to learn English so that they could function on the job, and when they didn't, they were let go," explained Stearns. "However, the EEOC ignored the ruling of federal courts upholding the right of businesses to require employees to speak English and sued the Salvation Army. I tried to help the Salvation Army because it is important for all those living in our nation to understand English so that they can fully participate in the American social, political, and economic system. We should look at English as something that brings us all together as Americans."

EDITORIAL PRAISES STEARNS' POSITIONS ON FOREIGN POLICY, ENERGY & TAXES
OCALA, OCT. 23, 2008 – The Florida Times-Union, one of Florida's largest newspapers, has endorsed the re-election of Rep. Cliff Stearns in Florida’s Sixth Congressional District. The endorsement states, "Stearns…favors renewable energy and even cosponsored legislation to promote it. But he also wants to expand domestic oil drilling. It isn't realistic to think renewable energy can supply the nation's needs quickly."
Regarding Iraq, the endorsement expresses agreement with Stearns, “An open-ended American military commitment is both unwise and dangerous. Withdrawal needs to be based on events, not politics. Progress in Iraq must be measurable, enforced and based on more than just military success." The endorsement also cites Stearns' record on tax relief.

The National Tax Limitation Committee has honored Congressman Stearns with its 110th Congress "Tax Fighter Award."
NTLC President Lewis K. Uhler announced the presentation of the award to Congressman Stearns in Washington, saying, "Congressman Stearns' votes on tax a spending issues in the 110th Congress earned him an 'A' grade and the Tax Fighter Award.
"Congressman Stearns has led the battle on behalf of taxpayers to make the 2001 and 2003 tax cuts permanent, to eliminate the death tax, to kill the Alternative Minimum Tax, to eliminate the 1993 tax increase on Social Security earning, to provide incentives for private savings, investment and job creation and to control the growth of federal spending.

Stearns Earns an A for English
WASHINGTON, MAY 8, 2008 - Rep. Cliff Stearns (R-Ocala) today was honored with the "A in English" Award by U.S. English for his efforts to promote English as the unifying language of the United States. "Today we are honoring those members of Congress who understand that the common bond of the English language allows us to get the most from our diverse nation," said Mauro Mujica, Chairman of U.S. English since 1993. Born in Chile, Mujica immigrated to the United States and learned firsthand the obstacles facing non-English speakers. A naturalized citizen, Mujica holds a Bachelor's and Master's degree in Architecture from Columbia University. He is fluent in Spanish, English, and French, has a working knowledge of German and Italian, and is now studying Russian. Mujica is an international architect with a career spanning 28 years, his biography can be found in Who's Who of the World.
"The Declaration of Independence and the U.S. Constitution are written in English, the language of our government," explained Stearns. "Reading, writing, and speaking English are essential to succeeding in our society. Those who fail to learn English isolate themselves educationally, economically, and culturally, separating themselves from fully enjoying the freedoms we have. By promoting English, we are promoting full participation in the American experience."
U.S. English rated members using their position on five issues critical to promoting the English language. Two of these key issues were amendments offered by Stearns in 2007, protecting employees who institute English-in-the workplace policies from lawsuits, and preventing the IRS from using Spanish on its website.
U.S. English, Inc. is the nation's oldest and largest non-partisan citizens' action group dedicated to preserving the unifying role of the English language in the United States. At a $75-a-plate dinner at the Thrasher-Horne Center for the Arts tonight, the Federated Republican Women of Clay will celebrate U.S. Rep. Clifford Stearns' 18 years of conservative tenure. My Clay Sun staff writer Beth Reese Cravey caught up with Stearns in Washington by telephone on Wednesday, on what he called a "typical" day of House votes, committee hearings, speeches and meetings.
He reported that Clay County residents are not shy about interacting with their congressman on such issues as the proposed outer beltway, impacts of growth, federal support for Cecil Field development and potential job cuts at Jacksonville's Naval Aviation Depot. They also frequently seek assistance from his office on veterans' benefit claims and appeals.
My Clay Sun: How much can you help?
Stearns: "I am one of 435 [members of Congress], but I can help. I have been successful in each of those areas."
MCS: Do they ask about the Iraq war?
Stearns: "At all my town meetings. [In the University of Florida area], it's negative; in Clay and Duval, it's very positive. It's refreshing, the contrast ... [War opponents] want to pull out yesterday and take steps to make sure we can't do this again and [want to] reduce military appropriations. The other side, regardless of what's happened, wants to make sure we leave with honor ...That's the side I'm on."
MCS: Have opponents of a new poker room at the Orange Park Kennel Club sought help for their anti-gambling effort?
Stearns: "I have not gotten calls about that."
MCS: Have you been to the dog track?
Stearns: "I have been. ... I lost 50 or $60 bucks. I'm not much of a gambler, but there are [more than 600] horse farms in Ocala. They're all for parimutuel betting. I am empathetic."
MCS: You have been in office almost two decades.
Stearns: "It has been a challenge. ... We're elected every two years. I've missed a lot of family opportunities. It has it's high points and low points. But it is a wonderful job being on the board of directors of the most powerful country in the world."
MCS: What are your proudest accomplishments? You have done a lot of work for veterans.
Stearns: "Getting a new 95,000-square-foot medical facility for veterans in Marion County. Top notch care. ... Getting a national cemetery [in Duval County], I started that in 1996, it was finally enacted in 2003. (The veterans cemetery opens in 2008, the medical facility in 2009.)"
MCS: What's next?
Stearns: I'm running again [in 2008], working obviously on veterans issues. We [House Energy and Commerce Committee] just passed my bill, the Do-Not-Call bill. ... It was going to expire; this time it will be permanent. [The bill reauthorizes the list that protects consumers from unwanted telemarketing calls; next up is full House vote]."
MCS: Now for the most important question. What costume are you wearing for Halloween?
Stearns: "Hmmm ..."
MCS: OK, what costume would you wear if you had time to celebrate Halloween?
Stearns: "If I had the time, I would be the Lone Ranger. ... I've got a nice Stetson, a mask. I could get a nice cowboy shirt, I've got the boots."

LEADERSHIP MERGES VETERANS FUNDING BILL WITH PORK-LADEN FUNDING BILL
WASHINGTON, OCT. 31, 2007 - "I joined the House in approving the largest increase in spending on veterans program in the 77-year history of the Department of Veterans Affairs," said Rep. Cliff Stearns (R-Ocala), a senior member of the House Veterans Affairs' Committee. "In meeting our obligations to veterans, we succeeded in approving an increase of $6.7 billion over last year's level. This bi-partisan effort on behalf of those who served our country deserves to be considered on its own merits." The President has threatened to veto the Labor, Health and Human Services Appropriations (LHHS) bill with its 1,305 earmarks costing taxpayers $277.9 million. The leadership is combining the LHHS bill with the funding bill for the Department of Veterans Affairs for partisan purposes. "Instead of advancing a bill that provides $4.1 billion to improve VA facilities, the House leadership is holding it hostage to obtain funding for such wasteful projects as the Andre Agassi College Preparatory Academy in Las Vegas at $200,000, the Lincoln Center's Jazz Center in New York City at $150,000, and the Italian-American Cultural Center in Des Moines, IA, at $200,000.

LAW AUTHORIZING DO-NOT-CALL HAS EXPIRED, STEARNS HELPED ENACT ORIGINAL DO-NOT-CALL LAW
WASHINGTON, OCT. 23, 2007 -- "For millions of Americans, the national Do-Not-Call list offers shelter from constant and annoying telephone calls," said Rep. Cliff Stearns (R-Ocala), Ranking Member of the Commerce, Trade & Consumer Protection Subcommittee. "There is no question that this list is an effective measure protecting us from unwanted telephone solicitations." Stearns led efforts in 2003 to enact legislation establishing the national Do-Not-Call list. Under the law, the Federal Trade Commission maintains the list of home phone numbers of consumers who opted to register their number. Telemarketers then pay a fee to access the list to know which number they cannot call. However, the law's authorization expired in September. Stearns' bill, H.R. 2601, the Do Not Call Registry Fee Extension Act, would reauthorize permanently the law and the collection of fees to support it. The Commerce, Trade & Consumer Protection Subcommittee today approved H.R. 2601. Added Stearns, "This is a straightforward program and has benefited both consumers and telemarketers: telemarketers do not waste their time calling households that are not interested in receiving unsolicited offers and consumers have a means to end call they do not want." The measure now goes to the Energy & Commerce Committee for consideration.

STEARNS SECURED FUNDING FOR FINAL CONSTRUCTION OF THE FACILITY
WASHINGTON, OCT. 1, 2007 - "I am pleased to announce that the Department of Veterans affairs has informed me that it has awarded a 20 year lease for the new Regional VA Health Care Facility to be built in Summerfield, FL," stated Rep. Cliff Stearns (R-Ocala). "The 75,000-square-foot facility will be built on over nine acres at 8900 SE 165th Mulberry Lane." Stearns, a long-time advocate for the facility, noted the services that will be available. "The clinic will provide primary care, specialty care, and mental health services," added Stearns. Specialty services will include minor surgery, audiology, cardiology, urology, GI, orthopedics, ophthalmology, dermatology, and imaging services such as CT, MRI, and ultrasound." The facility is to be delivered to the VA in February 2010 with it opening shortly after that.

STEARNS HAS NOT ENDORSED A CANDIDATE BUT WILL MEET WITH HUCKABEE IN OCALA AND THOMPSON IN GAINESVILLE

Cliff Stearns (R-Ocala). “Over the next week, three Republican candidates for President will be visiting our area to answer questions, meet the people, and build support. I look forward to meeting Gov. Huckabee and Sen. Thompson here in Florida, but votes in Washington, D.C. will prevent me from meeting with Gov. Romney. However, I appreciate the candidates coming to north central Florida to make their case to the people of Florida.”
Sen. Fred Thompson will visit Jacksonville on Thursday, September 13th at the Landing at 8:50 AM, and then The Villages at the Lake Sumter Landing Market Square at 1:00 PM. Both events are open to the public. Stearns will meet Thompson during the University of Florida/University of Tennessee football game in Gainesville on Saturday, September 15th. Stearns then will meet Gov. Huckabee on Sunday, September 16th in Ocala. Huckabee will be holding press availability at 5:00 PM at a private residence followed by a fundraiser at the same location. On Tuesday, September 18th, Gov. Romney is holding an open town hall event in Orange Park at 5:30 PM at the Thrasher-Horne Conference Center and the next day there is a rally in The Villages starting at 3:30 PM at the Lake Sumter Landing Market Square.

STEARNS AND CHAIRMAN RUSH TO EXAMINE CURRENT STANDARDS FOR PROTECTING THE SAFETY OF CHILDREN'S PRODUCTS
WASHINGTON, AUG. 23, 2007 - "In May, the Consumer Product Safety Commission issued a recall on several products imported from China that contained lead in excess of American safety standards," said Rep. Cliff Stearns (R-Sixth), Ranking Member of the House Commerce, Trade & Consumer Protection Subcommittee. "Such products pose serious health risks to our nation's children and we need to be vigilant against the importation of dangerous. We will be holding a hearing on this matter in September, and this information is essential in ensuring that American consumers are protected from harmful imports." Stearns joined the Subcommittee Chairman, Rep. Bobby Rush (D-IL), in requesting information from the companies affected by the recall. In the letter each company is asked to provide information on any other children's products imported with lead that exceed the safety standards, to detail the amount of lead found in the recalled products, to provide the name and location of the facility that manufactured the children's products, and to outline any language in the agreement with the Chinese manufacturers regarding a ban on lead or on safety standards for the product.

MEASURE INCREASES FUNDS FOR NATIONAL SCIENCE FOUNDATION THAT PROVIDES MAJOR GRANTS TO THE UNIVERSITY OF FLORIDA
WASHINGTON, AUG. 2, 2007 - " Since 1985, the number of engineering degrees earned in our nation has declined by 20 percent, and there is a similar trend in the sciences and math," said Rep. Cliff Stearns (R-Ocala). "Maintaining our nation's technological edge in a global economy requires a greater commitment to the technical and scientific fields." Stearns today joined in approving H.R. H.R. 2272, the America COMPETES Act, which authorizes an increase to $43.3 billion over three years in funding for several different agencies, including the National Science Foundation (NSF), and the National Institute of Science and Technology (NIST). Added Stearns, "Research is essential to keeping our nation competitive and this bill creates at least 40 new grant programs most of which are related to the fields of science, technology, engineering, and mathematics. MEASURE HAS LARGE TAX INCREASE, REDUCED BENEFITS FOR ELDERLY, AND COVERAGE FOR ILLEGAL ALIENS ?WASHINGTON, AUG. 1, 2007 - "Although I support reauthorizing SCHIP, this measure would spend well over $20 billion a year of American taxpayer's money to irresponsibly expand a children's health care program to include childless adults, families making over $80,000 a year, and illegal aliens," said Rep. Cliff Stearns (R-Ocala). "Even more troubling is that this legislation will disproportionately harm racial minorities and rural senior citizens by taking away funds from Medicare Advantage, a successful and lower-cost option for health care for seniors, in order for the federal government to insure adult men and women who have the ability to work and get health care from their employers." Created in 1997 under Republican leadership at a cost of $4 billion a year, the State Children's Health Insurance Program (SCHIP) was intended to insure children whose families are low-income but not poor enough to qualify for Medicaid. It is a partnership between states and the federal government that leaves states with flexibility to set eligibility and otherwise run the program as they see fit. Instead of reauthorizing the program, the House today approved a massive expansion of the program through H.R. 3162. This measure would provides significant increases in federal funds to states to enable them to dramatically expand SCHIP, costing $210 billion in federal dollars over ten years. Further, combined federal and state spending will ultimately cost the American taxpayer $300 billion over ten years. Explained Stearns, "Using these new funds, a state could qualify a family of four making more than $80,000 a year to receive taxpayer subsidized, government-run healthcare under a program originally intended for low-income children. In addition, it would cut payments to Medicare Advantage (MA) plans by $157 billion over 10 years. These cuts will mean that over 3 million seniors will lose their current coverage under MA plans."

THE DEPARTMENT OF VETERANS AFFAIRS WILL PARTNER WITH UF TO PROVIDE TRAINED NURSES FOR VA HEALTH FACILITIES
WASHINGTON, AUG. 1, 2007 - "I am pleased that the Department of Veterans Affairs (VA) has selected the University of Florida as a site for the new Nursing Academy," said Rep. Cliff Stearns (R-Ocala). "The VA Nursing Academy is designed to increase the number of highly-trained nurses and to bring more nurses into the VA healthcare system." The VA selected three other sites (San Diego, CA; Salt Lake City, UT; and Fairfield, CT) to join in the program. Added Stearns, "According to the American Association of Colleges of Nursing, more than 42,000 qualified applicants were turned away from nursing schools last year. This partnership between the VA and these nursing schools will increase the faculty and clinical resources devoted to training nurses. The University of Florida was one of 42 applicants to participate in the program and this selection reflects the school's reputation for excellence in training nurses."

STEARNS COSPONSORED LEGISLATION TO ENHANCE SERVICES TO PREVENT SUICIDE AMONG VETERANS ?WASHINGTON, JULY 31, 2007 - "It is critical to provide our veterans experiencing emotional crises with 24-hour access to trained professionals," said Rep. Cliff Stearns (R-Ocala), Deputy Ranking Member of the House Veterans Affairs Committee. "I am pleased to announce that the Department of Veterans Affairs has established a national suicide prevention hotline for veterans - 1-800-273-TALK (8255). This operation, based in Canadaigua, N.Y., is staffed by mental health professionals." Stearns is a cosponsor of H.R. 327, the Joshua Omvig Veterans Suicide Prevention Act, which was approved by the House in March of 2007. H.R. 327 directs the Secretary of Veterans Affairs to develop and implement a comprehensive program to reduce the incidence of suicide among veterans, would make available 24-hour mental health care for veterans found to be at risk, and develop an outreach and education program for veterans and their families to recognize readjustment problems and promote mental health. Added Stearns, "I applaud the VA for setting up this hotline and I hope for enactment of H.R. 327 to strengthen the VA's suicide-prevention programs."

MEASURE ESTABLISHES MORE STRINGENT LOBBYING AND ETHICS RULES
WASHINGTON, JUL 31, 2007 - "As public servants, members of Congress are accountable to the people we represent," stated Rep. Cliff Stearns (R-Ocala). "Congress needs to enhance transparency and increase disclosures so the public can evaluate our legislative actions. This measure is an important step toward reforming the way we operate in Washington." Stearns joined the House in approving S. 1, the Honest Leadership and Open Government Act. Explained Stearns, "S. 1 requires that funding requests, commonly called earmarks, include justifications for the spending and certification that the provisions will not benefit lawmakers or their family members. It also requires lobbyists to file quarterly disclosures of new clients, imposes a one-year lobbying ban on House members and two-year ban on Senators, and includes stricter disclosures of campaign contributions. In addition, the measure would end pensions for members convicted of crimes connected with their congressional office."

EEOC SUING SALVATION ARMY FOR REQUIRING EMPLOYEES TO SPEAK ENGLISH ON THE JOB
WASHINGTON, JULY 26, 2007 - "Although federal courts have upheld broadly the right of business owners to require employees to speak English on the job, the U.S. Equal Employment Opportunity Commission (EEOC) has filed a lawsuit against the Salvation Army for requiring employees to speak English at work," stated Rep. Cliff Stearns (R-FL). "In this instance, the Salvation Army gave two employees one year to learn English to function on the job. However, they failed to try to learn even some basic English and were let go. The EEOC is seeking hundreds of thousands of dollars in monetary damage to compensate these two employees for the emotional pain, suffering, and inconvenience they suffered by being asked to speak English to the best of their ability while on the job." Stearns today offered an amendment to H.R. 3093, The Commerce, Justice, Science Appropriations Act, to prevent the EEOC from using any funds to initiate civil action or file a motion in any court on the grounds that the entity requires an employee to speak English while engaged in work. The amendment was rejected by a vote of 212 to 202. Added Stearns, "In 2003, a federal judge in Boston upheld the Salvation Army's policy requiring workers to speak English while on the job. However, the EEOC continues to harass the Salvation Army. The EEOC estimates that it will have a backlog of 54,265 complaints in fiscal year 2007 and 67,108 complaints by fiscal year 2008. These are our tax dollars at work, yours and mine, paying the salaries of the EEOC lawyers who file endless lawsuits while the Salvation Army must use its own funds, funds that would be better used helping the poor, instead of hiring attorneys to fight these kinds of cases."

HONORING VETERANS OF THE DISTINGUISHED UNIT LIVING IN THE SIXTH CONGRESSIONAL DISTRICT
WASHINGTON, JULY 18, 2007 -- "Although our nation was segregated during World War II, nearly 1,000 black Americans stepped forward to serve in a special Army Air Corps program to train as pilots," said Rep. Cliff Stearns (R-Ocala). "The training took place in Tuskegee, Alabama, and they became the famed Tuskegee Airmen, who went on to establish an astounding record in combat. In March, some 300 Tuskegee Airmen and their families attended an event in the Capitol Rotunda in Washington, D.C., receiving the Congressional Gold Medal. However, not all of the Tuskegee Airmen attended this event and I would like to ensure that they receive the honors they earned." Stearns will hold an event on July 23, 2007, honoring the Tuskegee Airmen living in the Sixth Congressional District, and he will present them with the Congressional Gold Medal. The event will be held in the Marion County Commissioners' Chamber, McPherson Complex, 25th Avenue & Fort King, in Ocala. Although the event starts at 9:00 AM, Stearns and the Tuskegee Airmen will be available for photos and interviews at 8:45 AM. The event ends with a reception at approximately 9:30 AM.

HAL KING TO BE HONORED FOR SERVICE WITH FAMED WWII UNIT ON MONDAY, JUNE 25, 2007

MEASURE INCLUDES 13.6 PERCENT INCREASE IN VETERANS HEALTH FUNDING
WASHINGTON, JUNE 15, 2007 - "The nation was horrified by the dismal conditions at the Walter Reed Army Medical Center, demanding better treatment for our wounded warriors and veterans," stated Rep. Cliff Stearns (R-Ocala). "As a veteran myself, I am pleased to join in approving this funding bill that will greatly enhance the treatment of our veterans, especially in the area of their health care." Stearns is the Deputy Ranking Member of the House Veterans Affairs Committee. The House today approved H.R. 2642, the Military Construction and Veterans Affairs Appropriations Act. Explained Stearns, "This bill provides an unprecedented increase in the Department of Veterans Affairs' budget -- the total is $87.7 billion -- an increase of 12.8 percent over the previous year. Of that, $37.1 billion is for veterans health programs, an increase of $4.4 billion, or 13.6 percent over last year's level. It also provides $22.4 million for the new Veterans Cemetery opening in the Jacksonville area." Stearns' language establishing the new cemetery in Jacksonville was enacted in 2003. "Another area for major improvements at the VA is clearing the backlog of claims," said Stearns. "There are now 600,000 disability claims awaiting processing, and this measure will provide funding to hire and train 457 people to process claims." H.R. 2642 also includes $21.4 billion for military construction, an increase of $5.1 billion to meet the need for military and family housing, and to support the proposed increased in the size of the Army and the Marine Corps.

ASSEMBLY SET TO TAKE TWO-MONTH RECESS STARTING IN JULY ?WASHINGTON, JUNE 7, 2007 - "American troops continue to expand their military operations in Iraq along with Iraqi units, and it is unconscionable that the Iraqi National Assembly is even considering a two-month recess starting in July," stated Rep. Cliff Stearns (R-Ocala). "We are looking to the Assembly to make progress in oil-revenue sharing and other steps toward stabilizing Iraq. These goals are far more important than taking time off." Stearns has introduced H.Res. 469, a resolution "Expressing the sense of the House of Representatives that the Iraqi National Assembly should cancel or postpone its planned two-month recess scheduled to begin in July 2007 and work toward meeting political, social, and military benchmarks." Added Stearns, "Congress and the President have established 18 benchmarks for the Iraqi government covering electoral reform, setting up provisional elections, ensuring the loyalty of its police and military forces, and establishing a program to disarm militias. We need accountability and progress from the Iraqi government; they have work to finish and they should stay in Baghdad until it is completed."

"Many of our fallen troops are now buried overseas, near the battlefields where they lost their lives, and I am committed to remembering and honoring their gallant service."??The Secretary of Veterans Affairs Jim Nicholson joins Stearns and other members of Congress for the events. On Saturday, May 26th, the delegation honored the Americans who flew for France in the Lafayette Escadrille during World War I. On Memorial Day, Stearns and other members met with Italian Prime Minister Romano Prodi for a ceremony at the Sicily-Rome American Cemetery in Nettuno, Italy. ??Wednesday, May 30th, the delegation honored more than 4,400 Americans buried at the Florence American Cemetery and Memorial in Florence, Italy. Thursday, May 31st, the delegation will pay respects to those buried in the Luxembourg American Cemetery and Memorial. The delegation will ends its Memorial week on May 31st visiting injured troops at the Landstuhl Army Medical Center, Landstuhl, Germany.

WASHINGTON, MAY 24, 2007 - "Our troops need to know that they have our support, especially as they are engaged in ongoing military operations," said Rep. Cliff Stearns (R-Ocala). "It is imperative that they receive the resources to complete their missions, and this measure provides them funding through the end of the current fiscal year (through September 30, 2007). The certainty of funding through the current fiscal year allows our commanders to plan and prepare for the future. In addition, it includes benchmarks for the Iraqi government to measure progress in achieving victory."??The House today approved the funding bill negotiated with the Senate and the White House that provides $120 billion in emergency spending, with $95.5 billion for military operations in Iraq and Afghanistan. The measure, H.R. 2206, also establishes benchmarks for the Iraqi government, including: Enacting and implementing legislation on de-Baathification; Forming a Constitutional Review Committee; Enacting and implementing legislation to ensure the equitable distribution of oil resources without regard to the sect or ethnicity of recipients; Providing three trained and ready Iraqi brigades to support Baghdad operations; and Increasing the number of Iraqi security forces units capable of operating independently.

MEASURES FOCUS ON IMPROVING VETERANS HEATH CARE
WASHINGTON, MAY 23, 2007 - "These measures represent small, but important, steps in meeting our obligations to those who defended our freedoms," said Rep. Cliff Stearns, a senior members of the House Veterans' Affairs Committee. "Traumatic brain injuries (TBIs) are the signature wounds of the Global War on Terror, and it is imperative to enhance the treatments for these injuries."??The House today approved H.R. 2199, the Traumatic Brain Injury Health Enhancement and Long-Term Support Act. Explained Stearns, "This bill improves screening and tracking of patients with symptoms of traumatic brain injury and requires the VA Secretary to submit a report on the number of veterans screened, prevalence of TBI symptoms, and recommendations for improving care. Another provision is the establishment of TBI centers for research, education, and clinical activities, and authorizes appropriations to the VA for the centers in the amount of $10 million for FY 2008 and $20 million for each fiscal year 2009 through 2011."??The House also approved H.R. 612, the Returning Servicemember VA Healthcare Insurance Act of 2007. Said Stearns, "I have long advocated eliminating the dreadful loophole that has in essence denied healthcare insurance to many returning veterans. As a matter of fact, I introduced similar legislation years ago to address this very problem. This bill extends from two years to five years the eligibility period for veterans who served in combat during or after the Persian Gulf War to receive hospital care, medical services, or nursing home care provided by the VA."??In addition, H.R. 1470, the Chiropractic Care Available to All Veterans Act, passed in the House. Many returning veterans experience varying degrees of injury to their backs and require chiropractic treatment," added Stearns. This measure would expand chiropractic services to all VA medical centers by 2011. Currently, this service is only available at about 30% of the VA medical centers in the country."

WASHINGTON, MAY 23, 2007 - On June 2, 2007, a group of veterans from Clay County will take a chartered flight from Jacksonville to Washington, D.C. to visit the World War II Memorial on the National Mall. In addition, they will visit Arlington National Cemetery, where Stearns will join them for a special ceremony he arranged, a wreath laying at the Tomb of the Unknowns. "I want to thank all of those who worked and contributed to make this trip possible," said Rep. Cliff Stearns (R-Sixth). "I understand that $90,000 was raised through various efforts to pay for this trip."?? "The men and women who served during WWII literally saved the world," added Stearns. "However, it was only recently that a Memorial to those who served during WWII was established here in Washington, D.C. We can never properly thank these veterans, but this trip to Washington, D.C. is a fitting honor for these men."?

BUDGET CALLS FOR AT LEAST $217 BILLION IN ADDITIONAL TAXES
WASHINGTON, MAY 17, 2007 - "Spending someone else's money is easy, and that's the road this budget proposal takes," stated Rep. Cliff Stearns (R-Ocala). "Today, the economic situation calls for fiscal responsibility and budget reform, and this budget fails on both while raising taxes by at least $217 billion.??Stearns today voted against passage of S.Con.Res. 21, the House and Senate agreement on the federal budget. Explained Stearns, "This would increase marginal tax rates, capital gains rates, and dividend taxes. In addition, if Congress spends too much, it would trigger an end to marriage penalty tax relief and cut the child tax credit in half. While increasing taxes, this plan calls for higher spending for non-defense programs. Finally, it fails to reform federal spending habits; this budget finds savings of only $750 million out of $8.5 trillion in mandatory spending over 5 years."?

CALLS FOR BENCHMARKS TO MEASURE PROGRESS IN ACHIEVING VICTORY IN IRAQ
WASHINGTON, MAY 10, 2007 - "We are in the midst of implementing a new strategy in Iraq - a strategy drawn up by the new commander in Iraq General Petraeus, who was approved in the Senate without opposition - yet this funding bill likely would cut off the funding needed to fully implement this new strategy," stated Rep. Cliff Stearns (R-Ocala). "This two-month funding bill would prevent our commanders from planning and conducting future operations to achieve success in Iraq. It is a political statement that undermines our troops and our ability to defend this nation."??The House today approved H.R. 2206, providing $42.7 billion for ongoing operations in Iraq, enough for 60 days. In July, Congress would have to approve additional funding to continue operations in Iraq past those 60 days. Added Stearns, "I support establishing benchmarks to measure progress in Iraq, but our military needs the certainly of funding in order to make the progress we demand. In addition, instead of focusing on the specific needs of our troops and veterans, this bill includes $6.8 billion for Hurricane Katrina recovery, $663 million for efforts against pandemic flu, and $400 million for non-emergency energy programs.”

“PARTIAL BIRTH ABORTION HAS BEEN USED AS LEGAL INFANTICIDE”? WASHINGTON, APRIL 18, 2007 – “The U.S. Supreme Court decision today upholding the ban on partial birth abortion is a major step toward acknowledging the sanctity of human life,” said Rep. Cliff Stearns (R-Ocala). “The gruesome procedure of partial birth abortion has been used as legal infanticide in our nation, it is a procedure in which an infant is partially removed from the birth canal and then killed prior to complete delivery.” ??Stearns joined in approving the Partial Birth Abortion Ban Act in 2003, which was signed by the President. Six federal courts had ruled that this ban is an impermissible restriction on the constitutional right to an abortion. The Supreme Court upheld the ban by a 5 to 4 decision. Added Stearns, “Life is precious and deserves protection. We especially have an obligation to speak out for those without a voice.”?

SUPPORTS FISCALLY RESPONSIBLE SUBSTITUTE PROPOSAL THAT WAS DEFEATEDSTEARNS REPRESENTS THE UNIVERSITY OF FLORIDA
WASHINGTON, MARCH 29, 2007 -- “The economy continues to grow, producing jobs and creating new opportunities,” said Rep. Cliff Stearns (R-Ocala). “Congress must maintain the pro-growth policies sustaining this expansion. Before we enacted tax relief in 2003, economic growth was a pitiful 1.1 percent. After tax relief, we have seen average economic growth of 3.5 percent each year. Before 2003, unemployment was 6.1 percent; it is now 4.5 percent. This budget plan of the House majority calls for massive new spending and will lead to a tax increase of $400 billion over 5 years.”??The House today approved H.Con.Res. 99, the Budget Resolution for Fiscal Year 2008. This budget includes an increase of $24 billion in non-defense, non-security spending above the President’s request. This is on top of the $23 billion in non-emergency spending included in the emergency spending bill covering the ongoing Global War on Terror. “This plan will lead to higher taxes; over 6.7 million Floridians will see their taxes increase by an average of $3,000,” explained Stearns.?? Stearns, who was one of only 48 House members recognized by the National Taxpayers’ Union last week with an “A” rating on fiscal responsibility, supported a substitute proposal that would balance the budget by 2012 without increasing taxes. “This substitute is designed to produce a budget surplus by 2012 without using excess Social Security receipts,” added Stearns. “In addition, it contains entitlement reforms that would make Medicare and Medicaid more sustainable and more flexible.” This proposal, which was defeated, also would provide $8 billion more for veterans programs than the budget that the House adopted.

MEASURE ENHANCES MEDICAL CARE OF OUR WOUNDED TROOPS
WASHINGTON, MARCH 28, 2007 - "Having served in the armed services, I understand the importance our military personnel place in knowing that they have the nation's support in combat, on the training ground, and in the hospital," stated Rep. Cliff Stearns (R-Ocala). "Our troops injured in service to our nation deserve the highest quality care that we can provide. This measure increases our commitment to the care of our wounded warriors."??Stearns voted to approve H.R. 1538, the Wounded Warrior Assistance Act. The measure makes comprehensive improvements to medical care, quality of life, and the administrative processes associated with American troops wounded or injured in combat and other military medical outpatients. It creates a toll-free hotline for military personnel and their families to report deficiencies, caps the number of cases a physical evaluation board liaison officer may handle at 20, and limits medical care case managers to 17 cases.??H.R. 1538 also specifies that service member advocates communicate with service members and families, assist in the oversight of the member's welfare and quality of life, and assist in resolving the members' problems until members separate or retire. In addition, the legislation facilitates an easier transition of care from the Department of Defense to the Department of Veterans Affairs.

HOUSE PASSES H.R. 6111, TAX RELIEF AND HEALTH CARE ACT? WASHINGTON, DEC. 8, 2006 - "The yield of the tax-relief provisions we enacted for the American includes seven million new jobs since 2003, an increase in after-tax income of $2,777 per person, and solid economic growth," stated Stearns. "This bill extends various tax provisions, preventing tax increases on working and retired Americans. I am especially pleased that it extends the deduction for state and local sales taxes."??The House today approved H.R. 6111, which allows taxpayers to deduct up to $4,000 for higher-education tuition, extends the research & development tax credit, allows teachers to deduct their classroom expenses, and extends the deduction for state and local sales taxes. In 2004, Stearns got the entire Florida delegation to support this provision. Explained Stearns, "Tax reform legislation enacted in 1986 removed the deductibility of states sales taxes, but state income taxes remain deductible. However, nine states, including Florida, do not have income taxes, using, instead, a state sales tax."??H.R. 6111 also increases payments for physician services and implements a quality reporting system for physician services. Added Stearns, "This bill prevents physician payment cuts in 2007 by freezing payment rates for physician services. It also provides a 1.5 percent bonus-incentive payment to physicians who report on quality measures in 2007. In addition, this bill contains a Medicaid victory for nursing homes and hospitals, such as Shands, by forestalling harmful action the Administration had planned through the Medicaid provider tax." Stearns' work on this issue earned him the 2006 Safety Net Award for Congressional Leadership from the National Association of Public Hospitals & Health Systems.??In addition, H.R. 6111 opens 8.3 million acres of the outer continental shelf for oil and gas leasing. It is estimated that this area contains 1.3 billion barrels of oil and 5.8 trillion cubic feet of natural gas. Said Stearns, "Although increasing domestic energy production is vital, we also must safeguard our coasts. I strongly support the provision establishing a no-drill zone 125 miles from the Florida Panhandle and 235 miles from Florida's Gulf Coast." Stearns had led efforts to give Florida the ability to block permanently any new drilling in its waters, and this measure passed in the House. However, no Senate action was taken on that bill.

"EACH STATE SHOULD DECIDE IF IT WILL OPT OUT OR ALLOW OFFSHORE DRILLING"
WASHINGTON, MAY 18, 2006 - "I agree that we need to expand domestic production of oil and natural gas, and I believe that each state should decide whether or not to allow offshore drilling in its waters," stated Rep. Cliff Stearns (R-FL). Stearns voted for an amendment that would remove a provision lifting all moratoria protecting the nation's coast from offshore drilling for natural gas. This provision was included in H.R. 5386, the Department of Interior, Environment, and Related Agencies Appropriations Act. The amendment, offered by Rep. Adam Putnam (R-FL), was adopted.
Stearns is leading efforts to give each state the right to protect permanently its shores from offshore development. Last year, Stearns worked with Rep. Richard Pombo (R-CA), Chairman of the Resources Committee, and other members on a plan allowing states to prevent offshore drilling. Currently, Stearns is developing legislation with that goal.
In addition, the Interior Department is working on a new 5-year Gulf leasing plan that could lead to new drilling in waters near Florida that currently are protected. Concluded Stearns, "Although there are moratoria approved by Congress preventing the expenditure of federal funds to support development, the one protecting an area just 15 miles off the Alabama-Florida coastal border, near Pensacola, expires in 2007, and the moratorium safeguarding the Eastern Gulf expires in 2012. Today, drilling could occur in the Florida Strait outside of the three-mile limit. We need a stronger, permanent shield for Florida's waters."

HONORED BY THE NATIONAL ASSOCIATION OF PUBLIC HOSPITALS & HEALTH SYSTEMS
WASHINGTON, MAY 17, 2006 - The National Association of Public Hospitals & Health Systems today presented Rep. Cliff Stearns (R-Ocala) with its 2006 Safety Net Award for Congressional Leadership. Stearns was honored for leading efforts to discourage the Administration from implementing two budgetary measures: limiting Medicaid payments to government providers directly, and decreasing the allowable provider tax rate from 6 to three percent.
"I appreciate this award and I am pleased that I was able to help by questioning proposed implementation of Medicaid rate caps without congressional approval," said Stearns. "I have safety net hospitals in my district, including Shands HealthCare system in Gainesville, and I understood that these proposed rate caps would adversely impact these safety net hospitals and that Congress should be involved."
Stearns, joined by 81 other members, signed a letter to Secretary of Health and Human Services Michael Leavitt on this issue. They wrote, "While in previous years, the President has called for legislation to alter Medicaid policies and spending, we are concerned that this year's budget would seek to enact these proposals without congressional review or consideration. We urge you not to implement the President's proposals through the regulatory process and instead work with us and other members of Congress to protect and improve the Medicaid program for our constituents."

SUPPORTING LEGISLATION HELPING ENERGY CONSUMERS AND WORKING ON ENERGY ISSUES IN COMMITTEE
SILVER SPRINGS, MAY 15, 2006 – “This nation’s dependence on imported oil threatens our national security and our economy,” said Rep. Cliff Stearns (R-Ocala). “In addition, the high cost of gasoline and other fuels is hurting consumers and contributing to higher inflation. All of these issues demand action.”
So far this month, Stearns has joined in approving legislation to combat gasoline price gouging and to promote the development of hydrogen as an energy source. The House recently approved H.R. 5143, the H-Prize Act, establishing a prize competition to develop hydrogen energy as a practical alternative to fossil fuel. “A similar prize, the X Prize, brought about increased research and investment into commercial space flight, and resulted in a human suborbital flight by a private company,” explained Stearns. “This bill will focus America’s ingenuity and competitiveness on developing hydrogen energy.”
The House also approved H.R. H.R. 5253, which, for the first time, gives a federal agency the authority to investigate and punish instances of price gouging in gasoline and other fuels. “This bill builds upon language I developed in response to last year’s hurricanes to combat price gouging during an emergency,” said Stearns. “When enacted, the Federal Trade Commission will have the authority to take action at anytime against price gouging.”
As a member of the House Energy & Commerce Committee, Stearns is participating in several hearings on energy. “This committee is conducting vigorous oversight of the energy sector,” added Stearns. “We have held multiple hearings examining crude oil markets, automotive fuel economy standards, and the supply, pricing and requirements of gasoline.”

LEGISLATION PROMOTES GOVERNMENT, BUSINESS, AND EDUCATION SECTORS TO COOPERATE IN DEVELOPING HYDROGEN ENERGY WASHINGTON, MAY 10, 2006 - "America's dependence on fossil fuels results in massive oil imports, which undermines our national and economic security," stated Rep. Cliff Stearns (R-Ocala). "As a member of the Renewable Energy and Energy Efficiency Caucus, I want to diversify our energy technologies and sources, and this measure encourages applying American ingenuity to developing hydrogen energy as a cleaner alternative to fossil fuels." Today, the House approved H.R. 5143, the H-Prize Act, which will establish a prize competition to develop hydrogen energy as a practical alternative to fossil fuel. H.R. 4153 authorizes up to four $1 million prizes biennially for the most significant breakthroughs in hydrogen storage, production, utilization, and distribution; and a biennial $4 million prize would be awarded for the most successful prototype use of hydrogen. The H-Prize Act also provides for a grand prize for transformational technologies capped at $10 million in federal money and establishes a private fundraising goal of $40 million. The privately-raised money would match any venture capital raised by the grand prizewinner and could be used for commercialization of the winning technology.
Explained Stearns, "The H-Prize can do for hydrogen research what the X Prize did for commercial space flight by generating many times the prize award in private research. In fact, the X Prize led to the first privately funded suborbital space flight in 2004."

BILL EXTENDS TAX RELIEF FOR SMALL BUSINESS OWNERS, SENIORS, AND MARRIED COUPLES
WASHINGTON, MAY 10, 2006 - "In addition to allowing millions of Americans to keep more of their own money, the tax cuts we enacted in 2003 helped to spur economic growth that has led to 31 straight months of job creation," said Rep. Cliff Stearns (R-Ocala). "However, this tax relief is set to expire in 2008 unless we extend these provisions."
The House today approved H.R. 4297, the Tax Increase Prevention and Reconciliation Act, which would avert tax hikes on the Alternative Minimum Tax (AMT), capital gains, and dividends; and would extend Section 179 in the Tax Code for continued expensing to small business owners. "This is real tax relief for tens of millions of Americans and will make a real difference for the people of Florida," explained Stearns. "In 2003, 1,780,000 Florida returns listed dividend income and 1,424,000 listed capital gains; Florida stands fourth in the nation for citizens with dividend income and capital gains."
H.R. 4297 would: * Extend for two years the lower tax rate on dividend income, thus preventing a $13 billion tax increase over the next four years. * Extend for two years the lower tax rate on capital gains income, thus preventing a $7 billion tax increase over the next four years. * Prevent an increase on the Alternative Minimum Tax (AMT) for an additional year. AMT is an additional tax some people have to pay on top of the regular income tax, especially two parent families who live in high-taxed States. * Extend Section 179 of the Tax Code providing for continued Small Business expensing.

FLORIDA'S INCREASING POPULATION NOT MATCHED BY GROWTH IN FEDERAL JUDICIARY WASHINGTON, MAY 5, 2006 - Rep. Cliff Stearns (R-Ocala) today asked the House leadership to move legislation expanding the number of federal judgeships in Florida. In a letter to House Majority Leader John Boehner, Stearns outlined the growing problem in Florida and identified legislation to improve the situation. "According to 2005 U.S. Census Bureau statistics, Florida is our nation's third fastest growing state, and yet its judiciary is not expanding rapidly enough to accommodate a growing caseload," wrote Stearns. "In Florida's Middle District alone, there were 598 case filings in 2005, which is 22.3 percent above the national level." Stearns also pointed out that "Coleman Federal Prison has become the largest Federal prison in the country."
Stearns noted that there is an "immediate need in the Middle District for the addition of four new permanent district judges and one temporary district judge." Stearns also urged action on legislation to correct this, "The House Judiciary Committee recently reported HR 4093, the Federal Judgeship and Efficiency Act of 2005 out of committee. This legislation would provide the beleaguered Middle District of Florida with these five necessary new judgeships. I encourage you to bring this vital legislation to the House floor for consideration as soon as possible."

STEARNS, WHO REPRESENTS BLANDING, SECURED FUNDING FOR NEW TRAINING FACILITY
WASHINGTON, APRIL 6, 2006 - "I am proud to represent Camp Blanding and to work with the Florid National Guard in maintaining Blanding as a premier training facility," said Rep. Cliff Stearns (R-Ocala). "I am especially pleased that I was able to secure funding for phase I and phase II for building the Regional training Institute." Camp Blanding is the primary training area for the Florida National Guard and provides year-round training for tens of thousands of National Guardsmen, Active Army, and Reservists from all over the United States."
The Florida National Guard will be celebrating the groundbreaking for the Regional Training Institute at Camp Blanding on Saturday, April 8th, at 10:00 a.m. Stearns and other elected officials will speak at the groundbreaking event. Explained Stearns, "The Institute's current facilities are World War II vintage and are inadequate to meet the daily needs of the average 800 students per cycle. The proposed facility is designed to meet current training, conferencing, and accreditation requirements." Last year, Stearns secured $20 million for phase II of the new Institute, following on $12 million he obtained in 2004.

ESTABLISHING THE HOUSE CYSTIC FIBROSIS CAUCUS AND OFFERING LEGISLATION ON NATIONAL CYSTIC FIBROSIS AWARENESS MONTH
WASHINGTON, MARCH 15, 2006 - "Approximately 30,000 children and adults in the United States struggle with this horrible disease, and more than 10 million Americans carry the cystic fibrosis (CF) gene without having the disease," said Rep. Cliff Stearns (R-FL). "A few decades ago, children with CF often did not live past their 10th birthdays, but, today, the life expectancy is 35 years. I am proud to join in establishing the House Cystic Fibrosis Caucus to bring attention to this disease in Congress, and to offer legislation honoring National Cystic Fibrosis Month in May of 2006."
Cystic fibrosis is one of the most life-threatening genetic diseases in this nation. People with CF have two copies of a defective gene that makes their bodies produce abnormally thick, sticky mucus, which clogs the lungs. This causes difficulties in breathing and can lead to life-threatening lung infections, as well as malnutrition and liver damage.
Stearns and Rep. Edward Markey (D-MA) are establishing the House Cystic Fibrosis Caucus to recognize and contribute to finding a cure for CF, and to promote CF screening, awareness, and education. In addition, Stearns and Markey are offering legislation honoring National Cystic Fibrosis Awareness Month, which is May 2006. Stearns and Markey will announce the mission of their new caucus at an event on Thursday, March 16th, at 3:30 p.m. in room 2123 Rayburn House Office Building.

STEARNS' CARGO THEFT PREVENTION ACT INCLUDED IN PATRIOT ACT
WASHINGTON, MARCH 7, 2006 - "Cargo theft is a growing problem throughout the nation and especially in Florida given our ports in Jacksonville, Tampa, and Miami," stated Rep. Cliff Stearns (R-Ocala). "I am pleased that the provisions of my Cargo Theft Prevention Act are included in the PATRIOT Act reauthorization."
The House today approved the USA PATRIOT Act Additional Reauthorizing Amendments, joining the Senate in voting for reauthorizing the act and making changes to protect civil liberties. The PATRIOT Act removed major legal barriers which prevented the law enforcement, intelligence, and national defense communities from coordinating their work; allowed law enforcement to conduct surveillance of more terror-related activities and allowed the authorization of nationwide search warrants; updated the law to reflect new technologies and new threats; and increased penalties for those who commit acts of terrorism and those who harbor terrorists. The amendments provide 30 additional civil liberties safeguards, including allowing recipients of search requests or National Security Letters to seek legal counsel for appealing the decision to a special federal court, and mandated reporting to the public and Congress on the use of National Security Letters, data mining, and delayed notice search warrants.
The PATRIOT Act also includes the main provisions from Stearns' H.R. 785, the Cargo Theft Prevention Act. "These provisions increase the criminal penalties for cargo theft and create an all-inclusive database regarding cargo theft to allow state and local law enforcement to coordinate reports of cargo theft," explained Stearns. "In addition, cargo theft will be reflected as a separate category in the Uniform Crime Reporting System used by the FBI, enabling the valuable tracking and monitoring of trends in this crime. "

THE GOVERNORS OF 43 STATES USE LINE-ITEM VETO TO ELIMINATE WASTEFUL AND SPECIAL INTEREST FUNDING
WASHINGTON, FEB. 9, 2006 - "Over the previous 10 years, federal spending skyrocketed from $1.5 trillion in 1995 to $2.5 trillion in 2005, and the deficit for Fiscal Year 2006 is expected to be $337 billion," stated Rep. Cliff Stearns (R-FL). "We need to employ every available tool in limiting the growth in spending, including one that works for 43 of the nation's governors, the line-item veto." In his recent State of the Union address, President Bush asked for the line-item veto.
Stearns has introduced H.J.Res. 77, a proposed Constitutional amendment providing the president with the line-item veto. Although the president was given the line-item veto in 1997, it was found unconstitutional in 1998, a ruling upheld by the U.S. Supreme Court. The Courts ruled that the Constitution provides that the president may either sign a measure into law or veto it in its entirety. "We have amended the Constitution to set the voting age, to establish inauguration day, and to limit congressional payraises, we should pass an amendment giving the president the same time-honored authority to control spending as most governors possess," explained Stearns.
H.J.Res. 77 proposes an amendment to the Constitution of the United States to authorize the president to reduce or disapprove any appropriation or authorization of new direct spending in any bill presented by Congress. This would open up the line-item veto beyond appropriations bills to all new spending bills such as foreign operations and farm bills. In addition, allowing the president to reduce an appropriation by line items or individual projects was not included in the 1996 line-item veto legislation, but it is a power used by 11 of the 43 governors with the line-item veto.

STEARNS AMONG LEADERS IN EFFORT TO GIVE FLORIDA ABILITY TO PREVENT NEW DRILLING OFF ITS COASTS
WASHINGTON, FEB. 8, 2006 - "I am continuing my work with other members, Governor Bush, and Chairman Pombo of the Resources Committee on a workable plan that would give Florida permanent control over its offshore resources," said Rep. Cliff Stearns (R-Ocala). "The release today by the Mineral Management Service (MMS), U.S. Interior Department, of its draft 2007-2012 Outer Continental Shelf (OCS) leasing plan underscores the importance of this effort. The increasing need to expand domestic production of oil and natural gas will lead to new drilling in the Gulf and other waters. If we fail to act, Florida will continue to rely on the whims of the Administration and Congress, and decisions about drilling off Florida's coast will be made in Washington, not in Tallahassee."
The MMS today issued a five-year leasing plan that would allow companies to drill for oil and natural gas in a portion of what's known as Lease Sale 181, a natural gas-rich area in the eastern Gulf of Mexico. The release of this plan is the second of four steps taken to develop the OCS leasing plan. The public now has 60 days to comment after which MMS could revise the plan based on these comments. Presently, Florida's waters are protected from new drilling by a presidential withdrawal that could be reversed at any time by the president, and by the current five-year plan that expires in 2007.

Stearns participated in an official congressional delegation that met with European government leaders to discuss national security and other issues, and received briefings on our continuing mission in Kosovo. "It was a real honor for me to meet with our troops in Kosovo, to thank them for their service, and to hear their concerns," stated Stearns. "We have about 1,700 troops participating in peacekeeping operations in Kosovo and we must let them know that their service is not forgotten." In addition to the briefings and a tour of the facilities, Stearns and other members of the delegation had lunch with the troops.??
In 1999, NATO began Operation Allied Force to protect the civilian population in Kosovo from Serbian aggression. Forces from the United States are still involved in Kosovo as part of NATO's peacekeeping force (KFOR). On October 24, 2005, the U.N. Security Council endorsed the recommendation of U.N. Secretary-General Kofi Annan to launch a political process to determine Kosovo's disputed status, and those discussions are ongoing," added Stearns. "I am proud of our servicemen and women participating in KFOR, and their continuing efforts to bring peace and democracy to a troubled region."

INCLUDED IN DEFENSE APPROPRIATIONS ACT APPROVED BY THE HOUSE AND SENATE

H.R. 2863 provides $1.25 million for advanced research carried out by the University of Florida on broadband electronics for use in electronic surveillance; $1 million for continuing work on Traumatic Brain Injury research conducted by Banyan Biomarkers in cooperation with the University of Florida; $1 million for ballistic missile defense research conducted by Vicus Technologies of Ocala, FL; and $500,000 to enable the Office of Naval Research to develop advanced Magnetic Resonance Imaging (MRI) technology through INVIVO Corporation in Gainesville for the rapid detection, diagnosis, and treatment of breast and prostate tumors."
H.R. 2863 provides $403 billion for the Department of Defense, and includes, an increase of 3.5 percent over last year. It also includes $50 billion for ongoing operations in Iraq and Afghanistan, as well as funding for hurricane relief and to prepare for avian flu. "This measure gives our troops the resources they need to complete their missions and to defend our nation," said Stearns. "H.R. 2863 provides for a 3.1 percent pay increase in January for our troops and $1.2 billion for additional body armor and other gear to protect our men and women in the field."

AMENDMENT PREVENTS GRANTING ANY STATUS TO AN IMMIGRANT UNTIL A BACKGROUND CHECK IS COMPLETED
WASHINGTON, DEC, 17, 2005 - "Dozens of terrorists, including six of the 9/11 hijackers, were able to move freely throughout our nation because they were provided benefits, such as green cards and work permits, without first getting a complete background check," stated Rep. Cliff Stearns (R-Ocala). "Although current law requires background checks of alien applicants, the checks do not have to be completed before benefits are handed out. My amendment closes that loophole."??
The House last night approved by a vote of 420 to 0 the Stearns' amendment to H.R. 4437, the Border Protection, Antiterrorism, and Illegal Immigration Control Act. Explained Stearns, "My amendment will prohibit the Department of Homeland Security (DHS), the U.S. Attorney General, and all courts from granting any kind of legal immigration status or benefits to an alien until, at a minimum, the alien's name is first completely checked against a database of criminal records and terrorist watchlists, using the Treasury Enforcement Communications System (TECS) database."??
"Each year, people throughout the world immerse themselves in the difficult process of legally immigrating to the United States," said Stearns. "The American way is to follow the law and to take your turn, not to sneak illegally across the border. I support H.R. 4437 so that we can regain control of our borders and remove those who are in our nation illegally. "This year some 115,000 illegal aliens from countries other than Mexico have been apprehended by the Border Patrol, only to be released due to a lack of detention space. H.R. 4437 ends this 'catch-and-release' policy."??
H.R. 4437 also combats the hiring of illegals by instituting an employment eligibility verification system; increases penalties for smuggling aliens; authorizes reimbursements for local law enforcement offices enforcing immigration laws and detaining illegals; allows the Department of Homeland Security the continued detention of dangerous aliens, overcoming court orders that released hundreds of dangerous aliens into our communities; streamlines the deportation process; authorizes 1,000 new, full-time point-of-entry inspectors and 1,500 additional K-9 units; and bars aliens who are potential terrorists from becoming U.S. citizens.

LEGISLATION INCLUDES PENSION REFORM AND SAFEGUARDS AGAINST TAXPAYER BAILOUTS OF FAILED PENSIONS
WASHINGTON, DEC. 15, 2005 - "This represents the most significant pensions reforms in over a generation, which is drawing the support of both labor groups and employers," stated Rep. Cliff Stearns. "I believe that this bill strikes the right balance among retirees and workers with pensions, employers who offer the pensions, and taxpayers who could be liable for failed pension plans."
The House today approved H.R. 2830, the Pension Protection Act. The bill will protect the pensions of employees and retirees and prevent taxpayers from having to bail out the Pension Benefit Guaranty Corporation because some companies have failed to adequately fund their pension plans.
Explained Stearns, "H.R. 2830 ensures employers properly and adequately fund their worker pension plans; protects taxpayers from costly bailouts of the Pension Benefit Guaranty Corporation, which has a deficit of almost $23 billion; requires greater transparency and accountability from companies to provide more information to workers about the status of their pension plans; and makes commonsense modifications to defined contribution laws to encourage greater personal savings for retirement and other needs.

HOUSE EXTENDS KEY ELEMENTS OF THE PATRIOT ACT TO COMBAT TERRORISM AND OTHER CRIMES
WASHINGTON, DEC. 14, 2005 - "Cargo theft is a growing problem throughout the nation and especially in Florida given our ports in Jacksonville, Tampa, and Miami," stated Rep. Cliff Stearns (R-Ocala). In recognition of this serious crime, the key provisions of Stearns' cargo theft legislation were included in the PATRIOT Act.
The House today approved the House and Senate compromise on H.R. 3199, the USA PATRIOT and Terrorism Prevention Reauthorization Act, which extends key elements of the Patriot Act that:
* Removed major legal barriers that prevented the law enforcement, intelligence, and national defense communities from coordinating their work; * Allowed law enforcement to conduct surveillance of more terror-related activities and allowed the authorization of nationwide search warrants; * Updated the law to reflect new technologies and new threats; and * Increased penalties for those who commit acts of terrorism and those who harbor terrorists.
The PATRIOT Act also includes the main provisions from Stearns' H.R. 785, the Cargo Theft Prevention Act. "These provisions increase the criminal penalties for cargo theft and create an all-inclusive database regarding cargo theft to allow state and local law enforcement to coordinate reports of cargo theft," explained Stearns. "In addition, cargo theft will be reflected as a separate category in the Uniform Crime Reporting System used by the FBI, enabling the valuable tracking and monitoring of trends in this crime. "
Concluded Stearns, "Cargo theft costs the American people up to $30 billion a year and continues to grow because criminal penalties are not stiff enough. Opportunistic thieves, street gangs, and organized crime groups target cargo as a new source of money, and the cash resulting from these thefts can be funneled easily back into their criminal enterprises, and perhaps even into terrorist organizations. The high value to volume ratio of hi-tech goods has encouraged criminals previously involved in drug dealing to move in cargo theft where they run less risk of detection and suffer less severe penalties if caught."

FUNDING INCLUDED IN THE TRANSPORTATION, TREASURY, HUD, JUDICIARY APPROPRIATIONS ACT APPROVED TODAY
WASHINGTON, NOV. 18, 2005 - "It is an honor for me to represent the people of the Sixth Congressional District, and I am pleased that this measure includes funding I sought for important programs serving my constituents," said Rep. Cliff Stearns (R-Ocala). "Through H.R. 3058, I secured $2.575 million for important programs serving north central Florida. This measure provides $2 million for Gainesville Airport, $300,000 for the Central Florida Community College in Ocala, $250,000 for Santa Fe Community College, and $25,000 for the City of Alachua Veterans Memorial."
H.R. 3058 provides funding for the Departments of Transportation, Treasury, Housing and Urban Development, and Judiciary, as well as the District of Columbia and independent agencies. Members of the House and Senate developed H.R. 3058 as the final version of this funding bill, which will go to the President for approval.
Specifically, H.R. 3058 includes:
* $2,000,000 for the Gainesville Regional Airport from the Airport Improvement Program. Significant infrastructure improvements are needed to accommodate and insure access to scheduled air service, and to ensure an appropriate level of public safety at the airport. * $300,000 for renovations to the CFCC Fine Arts Auditorium on the Ocala campus. The Central Florida Community College Fine Arts Auditorium is over forty years old and is one the original buildings on the CFCC campus and has not been renovated since 1988. * $250,000 for federal funding assistance for the expansion and enhancement of the Fine and Applied Arts Education Building at Santa Fe Community College. The expansion of the Fine and Applied Arts Educational Building at Santa Fe Community College will serve to enhance cultural activities through concerts, plays and dance performances in north central Florida. * $25,000 to help build a Veterans' Memorial at the City of Alachua's new City Hall complex.

MEASURE INCLUDES FUNDING SOUGHT BY STEARNS FOR CAMP BLANDING AS WELL AS FOR GAINESVILLE VA HOSPITAL AND THE NEW VA HEALTH FACILITY IN MARION COUNTY
WASHINGTON, NOV. 18, 2005 - The House today approved H.R. 2528, the Military Quality of Life and Veterans Affairs Appropriations Act. H.R. 2528 reflects the agreement reached by the House and Senate, which will be sent to the President for his approval. "I am pleased to support this measure that increases funding for veterans medical care and benefits by $1.7 billion to a total of $22.5 billion. Our nation's veterans have never let us down, and we owe it to them to provide the benefits and services they were promised. I am also grateful to my colleagues for supporting additional funding for the VA Medical Center in Gainesville and the new Regional VA Health Facility in Marion County."
In addition to funding veterans programs, H.R. 2528 provides $6.2 billion for military construction programs. It includes $20.04 million sought by Stearns for the Florida Army National Guard's Regional Training Institute Complex at Camp Blanding. Explained Stearns, "The Institute provides military specialty training, non-commissioned officer training, and the officer candidate school for the South East United States. The current facilities are World War II vintage and are inadequate to meet daily needs."
This measure fully funds the Department of Veterans Affairs Capital Asset Realignment for Enhanced Services (CARES) plan. "The plan calls for new construction to increase inpatient capacity at the Gainesville VA Medical Center and a new VA Regional Health Care Facility in Marion County providing specialty care, primary care, and mental health services," added Stearns. H.R. 2528 also fully funds land acquisition for the new VA cemetery in Jacksonville, a project I have worked on for six years."

LAW ONLY PREVENTS BASELESS LAWSUITS
WASHINGTON, OCT. 26, 2005 - "These frivolous lawsuits lack any legal merit, but they are designed to bankrupt firearms manufacturers and dealers who conduct their business totally within the letter of the law," said Rep. Cliff Stearns (R-FL), author of the Protection of Lawful Commerce in Arms Act. "I appreciate the President's support for my measure addressing this threat to our Second Amendment rights."
The President today signed the Protection of Lawful Commerce in Arms Act during a ceremony at the White House. President Bush had this to say about the bill, "Our laws should punish criminals who use guns to commit crimes, not law-abiding manufacturers of lawful products. This legislation will further our efforts to stem frivolous lawsuits, which cause a logjam in America's courts, harm America's small businesses, and benefit a handful of lawyers at the expense of victims and consumers."
"Over 30 states, including Florida, have enacted laws to end these lawsuits, which would hold a third party liable for a criminal's use of a firearm," explained Stearns. "The Department of Defense expressed its support for this legislation in order to maintain a domestic supply of weapons for our troops. This new law includes carefully-crafted exceptions to allow legitimate victims their day in court for cases involving defective firearms, breaches of contract, criminal behavior by a gunmaker or seller, or the negligent entrustment of a firearm to an irresponsible person”

ALL BUT ONE WITNESS CRITICAL OF DECISION/OPTIONS FOR CONGRESS TO LIMIT EMINENT DOMAIN OUTLINED
WASHINGTON, OCT. 19, 2005 - "The Supreme Court decision in Kelo v. City of New London has implications for every commercial interest in the nation; Kelo also challenges widely held notions about the nature of private property and the power of the government to 'take' that property, although with due compensation, in the name of economic progress," stated Rep. Cliff Stearns (R-FL), Chairman of the Commerce, Trade & Consumer Protection Subcommittee. "For many, Kelo represents the ability of powerful economic interests to not only take the backyard, but also the house, the garage, and the whole neighborhood if the economics warrant it."
The panel heard from a number of witnesses, with all but one expressing concern over the impact of Kelo. Michael D. Ramsey, Professor of Law, University of San Diego Law School, testified, "The Kelo decision is an attack, not only upon private property rights, but upon the whole idea of constitutional rights."
Hilary Shelton, Director of the Washington Bureau of the NAACP, pointed out that eminent domain often harms minorities, " The history of eminent domain is rife with abuse specifically targeting racial ands ethnic and poor neighborhoods." The NAACP filed an Amicus Brief with the Supreme Court on behalf of the homeowners in the Kelo case.
Jeffrey Finkle, President & CEO of the International Economic Development Council, provided a different perspective. Finkle testified, "Eminent domain is an economic tool that allows local communities to acquire and assemble land for new development projects that generate new jobs, investment and taxes." He continued that Kelo "leaves eminent domain in the hands of states and affirms eminent domain as an important tool for local governments in the redevelopment and revitalization of economically distressed areas."
Professor Ramsey outlined what Congress could do to curb eminent domain, "Congress can remedy the Court's error in several ways. It cannot directly overrule the Court. However, it can, for example, use its spending power to insist that no federal money be spent in any project that takes private property for private use. It can use its commerce power to prohibiting the operation in interstate commerce of any project that takes private property for private use."
Concluded Stearns, "No American should have to relent to a private party under the guise of government and give up his home or business. But after Kelo, the sad truth is that the use of eminent domain to take private property and give it directly to another private party is the de facto standard. As noted, we cannot overrule the Court, but Congress can take steps to limit its use and to protect our nation's home and business owners."

STEARNS' AMENDMENT APPROVED BY ENERGY & COMMERCE COMMITTEE WHILE CONSIDERING THE GASOLINE FOR AMERICA'S SECURITY ACT
WASHINGTON, SEPT. 29, 2005 - "Hurricane Katrina made it clear that our nation lacks the refining capacity to satisfy our gasoline and diesel requirements, and Hurricane Rita underscored that point," said Rep. Cliff Stearns (R-Ocala). "Although disasters bring out the best in the American people, some individuals and businesses see these emergencies as an opportunity to make easy money from the misfortunes of others. Sharply increasing the price of gasoline beyond market conditions is price gouging, but the federal government has no effective means to stop price gouging. That must change."
During consideration of H.R. 3893, the Gasoline for America's Security Act, the committee approved Stearns' amendment enhancing the Federal Trade Commission's (FTC's) ability to prosecute gasoline price gouging in the wake of natural disasters. Explained Stearns, "My amendment directs the FTC to develop a definition of gasoline and diesel fuel price gouging. The 'Gas Price Gouging Prevention' amendment empowers the FTC to aggressively target and prosecute those who engage in price gouging, while at the same time allowing the inherent efficiencies in the market to assist in flushing out these thieves. The amendment includes strong enforcement by subjecting violators to civil penalties up to $11,000 per day in which a violation occurs."
Stearns also joined the committee in approving H.R. 3893, which will increase America's domestic refining capacity. "A few days after Katrina hit the gulf coast the price of gasoline rose 46 cents to $3.069 a gallon, this increase was due to a lack of refining capacity and reduced production in the gulf," stated Stearns. "We have not built a new refinery in this country since 1976, but demand has increased sharply since then." The bill increases refining capacity by reforming siting requirements and procedures, promotes geographic diversity in siting new refineries, improves the delivery infrastructure (pipelines), encourages conservation, and expands the capacity of the Strategic Petroleum Reserve.

TOTAL FOR INDIVIDUAL ASSISTANCE AND PUBLIC ASSISTANCE FROM LAST YEAR'S FOUR HURRICANES
WASHINGTON, AUG 17, 2005 - "Florida has received $5.6 billion in Federal and State hurricane recovery assistance for the four storms that devastated our state last year," said Rep. Cliff Stearns (R-Ocala). "Our area was severely damaged by these 2004 storms, and we have received nearly $67 million in assistance. I am grateful for the quick and responsive action by FEMA and the State of Florida is helping us recover from this damage."
The Individual Assistance Program benefits individuals and families who suffered damage from the storms and the Public Assistance Program is for state and local governments, and certain on-profit organizations. FOLLOWS UP WITH LETTER OUTLINING ADVANTAGES OF CECIL FIELD OVER OCEANA
WASHINGTON, AUG. 8, 2005 - Rep. Cliff Stearns (R-6th) today talked with the Chairman of the BRAC Commission, Anthony Principi, to outline the benefits of Florida and Cecil Field for the Navy's Atlantic fighter jet community. He followed up with a letter signed with Rep. Ander Crenshaw (R-4th) describing the significant advantages Cecil has over NAS Oceana. The letter notes "The area surrounding NAS Oceana, VA has rapidly developed in the past decade. NAS Oceana's Outlying Field Fentress cannot provide the type of aircraft carrier training as prescribed by the Navy."
Explained Stearns, "Naval aviators are taught from the beginning that repetition in training will keep them safe as they learn the dangers of landing on a carrier deck. However, at Oceana the Navy pilots must vary their approaches because of noise restrictions due to residential areas near the base."
The letter further points out, "The environment in Florida has also changed, but it has been a change for the better. With the closure of Vieques training range at Naval Station Roosevelt Roads in Puerto Rico, the Navy relocated its pre-deployment training exercises to the state of Florida due to the unparalleled environment Florida provides. Aircraft stationed at Cecil Field would have access to 200,000 square miles of unlimited supersonic air space in both the Atlantic Ocean and the Gulf of Mexico. The immediate training area includes 4 target complexes with over 85 different tactical aim points accommodating the newest in precision guided munitions and laser tracking weapons."
"I want BRAC to fully understand the advantages that Cecil Field and Florida offer in hosting navy aircraft and in training naval aviators and in maintaining their proficiency," concluded Stearns.

FUNDING INCLUDED IN JOINT HOUSE AND SENATE VERSION OF H.R. 3, THE TRANSPORTATION EQUITY ACT
WASHINGTON, JULY 29, 2005 -- "Florida is one of the fastest growing states in the nation; our transportation infrastructure must keep pace with our expanding population," said Rep. Cliff Stearns (R-Ocala). "I am pleased to join in approving H.R. 3, the Transportation Equity Act, and I am grateful that the five projects for which I sought funding are receiving a total of $12,908,000. These projects will help the driving public and those who use public transportation, reducing waiting time and clearing traffic congestion."
H.R. 3 includes funding for five projects championed by Stearns:
$2.58 million for SunTran to purchase seven replacement buses over four years serving Marion County;
$2.4 million for construction of a paved road over existing unpaved roadway on SE 144th Avenue from SR 100 to US 301 in Bradford County;
$2.4 million for construction of a four-lane highway around Jacksonville connecting US 1 to Route 9A;
$4 million to link I-95 to I-10 through Clay County with terminus points SR 23 to CAR 739B (Outer Beltway); and

REDUCES DEPENDENCY ON IMPORTED ENERGY SOURCES, PROMOTES RENEWABLE AND CLEAN FUEL TECHNOLOGIES
WASHINGTON, JULY 28, 2005 - "Oil prices are at record levels and our nation's dependence on imports is growing; we need this comprehensive national energy policy," said Rep. Cliff Stearns (R-Ocala). "Currently, the U.S. imports about 60 percent of its oil, much of it from the Middle East. The Department of Energy projects this number will increase to 73 percent by the year 2025. In addition, we need a bill that encourages new technologies to reduce the demand for oil, such as vehicles power by hydrogen fuel cells."
Stearns was appointed by the Speaker of the House to work with Senate and other House members on developing a final version of energy legislation. Today, the House approved H.R. 6, the Energy Policy Act of 2005. During negotiations with the Senate, Stearns worked to remove the provision requiring a comprehensive survey of all offshore oil and gas resources. "I am concerned that this inventory could lead to offshore development in waters where states oppose it, including Florida," stated Stearns. Although these attempts were voted down, House leaders expressed their intention to work with Stearns on a plan allowing Florida and other states to opt out of the inventory.
The Energy Policy Act of 2005:
* Encourages domestic production of oil by streamlining the permit process, promoting greater refining capacity, and curbing the proliferation of boutique fuels; * Reduces the demand for oil by increasing funding to improve fuel efficiency standards and encouraging the development of alternative sources of energy; * Boosts production of clean natural gas to help lower soaring prices; * Improves our nation's electricity transmission capability and reliability to prevent future blackouts; * Promotes clean and renewable fuels by providing incentives for clean coal technology and other fuels such as biomass, wind, solar, and hydroelectricity; * Encourages conservation by establishing new mandatory efficiency requirements for federal buildings, greater efficiency standards and product labeling for batter chargers, refrigerators, freezers, unit heaters, and other household products.

$1.5 BILLION INCLUDED IN FINAL VERSION OF H.R. 2361, DEPARTMENT OF INTERIOR, ENVIRONMENT & RELATED AGENCIES APPROPRIATIONS ACT
WASHINGTON JULY 28, 2005 - "The growing number of veterans using the VA health care system combined with increasing costs is creating a shortfall in veterans healthcare funding," said Rep. Cliff Stearns (R-Ocala). "I am pleased that we quickly responded by approving an additional $1.5 billion in veterans healthcare funding for the current fiscal year." Stearns, a veteran, also serves on the Veterans Health Subcommittee, and had served as the panel's chairman.

The House today approved H.R. 3200, the Servicemembers Group Life Insurance Enhancement Act. The measure increases the maximum coverage for Servicemembers' Group Life Insurance (SGLI) and Veterans' Group Life Insurance (VGLI) permanently to $400,000. The bill also boosts the incremental increases in both of these life insurance programs from the current $10,000 to $50,000. These increases were enacted earlier this year in the war supplemental appropriations act and expire on September 30, 2005. H.R. 3200 makes them permanent.

HOUSE APPROVES CONSTITUTIONAL AMENDMENT PREVENTING FLAG DESECRATION
WASHINGTON, JUNE 22, 2005 - Rep. Cliff Stearns (R-Ocala) spoke out on the House floor today in support of H.J. Res. 10, which proposes an amendment to the Constitution that would authorize the Congress to prohibit the physical desecration of the flag of the United States. Stearns stated, "Before and after the ratification of the First Amendment, the States prohibited the physical desecration of the American flag. Over the next 200 years, everyone understood that any prohibition of physically desecrating the American flag was allowable under Federal, state and common law, and understood to be consistent with freedom of speech."
Continued Stearns, "Civil libertarian jurists such as Chief Justice Earl Warren, Justice Hugo Black and Justice Abe Fortas wrote that the states and federal government have the power to protect the American flag. This amendment does not really restrict freedom of expression, because no ideas or viewpoints would be suppressed. Anyone can still freely say that they hate America and everything for which it stands, they just can't burn a flag to prove their point."
"There are so many exceptions to free speech: child pornography, cross burning, libel, fighting words," concluded Stearns. "We are merely looking to add one more extremely narrow exception to prevent the desecration of the symbol that represents so many wonderful things to so many people, at home and around the world."
In order to be enacted, H.J. Res. 10 will also have to be adopted by a two-thirds majority in the Senate, and then ratified by three-fourths of America's state legislatures. All 50 states currently have laws against flag desecration.

HOUSE SET TO APPROVE DEFENSE APPROPRIATONS BILL THIS EVENING
WASHINGTON, JUNE 20, 2005 - "This measure provides our troops with the equipment, supplies, and training they need to complete their difficult missions," said Rep. Cliff Stearns (R-Ocala). "I am especially pleased for the support of my colleagues for the funding I sought for the important security programs conducted in my district."
The House this evening is expected to approve H.R. 2863, the Department of Defense Appropriations Act. The measure provides $409 billion for defense programs, including fully funding the 3.1-percent pay increase for military personnel. H.R. 2863 includes $363.7 billion for the operations of the Defense Department and $45.3 billion for military operations in Iraq and Afghanistan.
"This measure includes funding I sought for important defense-related programs here in Florida," added Stearns. "It provides $2.5 billion for advanced research carried out by the University of Florida on broadband electronics for use in electronic surveillance; $1.9 million for continuing work on Traumatic Brain Injury research conducted by Banyan Biomarkers in cooperation with the University of Florida; $1.4 million for ballistic missile defense research conducted by Vicus Technologies of Summerfield, FL; and $500,000 to enable the Office of Naval Research to develop advanced Magnetic Resonance Imaging (MRI) technology through INVIVO Corporation in Gainesville for the rapid detection, diagnosis, and treatment of breast and prostate tumors."

MEASURE CONTAINS RECOMMENDATIONS TO THE UN AND WITHHOLDS FUNDING UNTIL THOSE REFORMS ARE MET
WASHINGTON, JUNE 17, 2005 – “The UN continues to be troubled by instances of corruption, inefficiency, and a lack of accountability,” said Rep. Cliff Stearns (R-Ocala). “All too often the actions of the UN go against the national interests of the United States, which is to promote democracy and economic freedom. Then there is the Oil-for-Food scandal and the fact that the senior management of the UN approved a vote of no confidence in the leadership of UN Secretary General Kofi Annan.”
The House today approved H.R. 2745, the UN Reform Act, which sets forth a number of recommendations for change at the UN, and withholds 50 percent of American dues until it is clear that those reforms are carried forward. Explained Stearns, “The United States covers 22 percent of the UN’s regular budget – that is $440 million this year – far more than any other country. The time is now for strong U.S. leadership to enact meaningful, effective reform. This legislation will not weaken the UN, as some have suggested, but, in fact, make it stronger and more capable of meeting the challenges of the 21st century.
H.R. 2745 focuses on the budget, streamlining and prioritizing of programs, oversight and accountability, peacekeeping, and human rights. It uses various methods of leverage to enact reforms, including (1) withholding of 50 percent of U.S. assessed dues if certifications are not made in the key areas; (2) mandating cuts in specific programs; (3) redirecting funds to priority areas; and (4) withholding U.S. support for expanded and new peacekeeping missions until certifications are made that reforms have been enacted.

LEGISLATION INCLUDES LANGUAGE MAINTAINING THE USS KENNEDY - AUTHORIZES $60 MILLION FOR ITS OPERATIONS
WASHINGTON, MAY 25, 2005 - The House today approved an amendment to the National Defense Authorization Act, H.R. 1815, offered by Rep. Cliff Stearns (R-Ocala) that puts Congress on record in support of denying certain federal funds, especially defense-related funds, to colleges or universities to that discriminate against ROTC or military recruiters.
"We are engaged in a global war on terrorism - our success depends on the quality of the men and women in the armed services," said Stearns. "It is vital to national security that we improve the ability of students to participate in ROTC programs, and ensure that colleges and universities provide military recruiters entry to campuses and access to students that is at least equal in quality and scope to that provided to any other employer." The amendment also requires the Secretary of Defense to issue a report to Congress on the colleges and universities that deny equal access to ROTC and military recruiters.
Stearns provided examples, "Harvard Law School allowed military recruiters to interview students at the offices of its Veterans Association, but did not use its own personnel to set up the interviews as it would for other recruiters. In addition, some universities have officially banned ROTC from their campuses. At Yale, students who wish to participate in ROTC must drive to the University of Connecticut at least once a week, a trip that could take up to an hour and a half each way. Perhaps worse, Yale accepts ROTC dollars but refuses to grant credit for ROTC courses. I went to college through Air Force ROTC and I know the value of this program."
In 1996 Congress enacted a provision of law that came to be known as the Solomon Amendment. This provision provides for the Secretary of Defense to deny Federal funding to colleges and universities if they prohibit or prevent ROTC or military recruitment on campus. Recently, a group of law schools have challenged the constitutionality of the Solomon Amendment and the Supreme Court has agreed to hear the case in October 2005.
"I am also pleased that this measure includes language from legislation I support requiring 12 operational aircraft carriers," added Stearns. "This bill requires the Secretary of Defense to take all necessary actions to ensure that the USS Kennedy is maintained in a fully mission capable status, and it authorizes $60 million for its operations next year."

"NO FEDERAL FUNDS FOR RESEARCH THAT CAPITALIZES ON THE DESTRUCTION OF INNOCENT HUMAN LIFE"
WASHINGTON, MAY 24, 2005 - "Stem cells harvested from human umbilical cords have contributed toward the treatment of 57 diseases, while embryonic stem-cell research has not produced a single success to date," stated Rep. Cliff Stearns (R-Ocala). Stearns today voted for H.R. 2520, the Stem Cell Therapeutic and Research Act, to establish an umbilical-cord blood bank to promote research on adult stem-cell therapies; and against H.R. 810, the Stem Cell Research Enhancement Act, that allows federal funding of stem cell research using human embryos.
The House today approved both measures, but President Bush has stated that he would oppose H.R. 810, the legislation allowing federal funding on research involving human embryos. H.R. 2520 promotes the use and study of adult stem cells, which comes from umbilical cords, blood, bone marrow, hair, and even teeth.
"Research using adult stem cells is producing real therapies for leukemia, lymphoma. Hodgkin's disease, and some forms of sickle cell," explained Stearns. "In addition, research in this area is succeeding in re-growing spinal cord tissue. However, embryonic research requires the destruction of human embryos to 'harvest' stem cells; a potential human life is cut up for stem cell research that has produced no therapies. The dignity of life is undermined by human embryonic research, and federal funds should not be used for these unethical experiments."

PLEASED THAT NAVAL AIR STATION JAX AND MAYPORT WOULD BE EXPANDED
WASHINGTON, MAY 13, 2005 - "The recommendation of the Department of Defense released today clearly recognizes the military value of Naval Air Station Jacksonville (NAS JAX) and Naval Station Mayport," stated Rep. Cliff Stearns (R-6). "This is good news for our area --while the process is designed to close or realign military bases, these facilities are set to expand their operations under this report. Not only does this reflect the critical importance of these facilities to our national defense, it also takes into account the strong support our area provides to our military."
"I also want to thank my colleagues in the area for joining me in informing Secretary Rumsfeld of the important role of the Naval Depot Jacksonville (NADEP JAX) in making our forces combat ready," added Stearns. Stearns and other members of the Florida delegation outlined several examples of critical work conducted by NADEP JAX personnel. In recognition of its critical role, NADEP JAX will not be impacted by this recommendation.
"Under the recommendation of the Department of Defense, NAS JAX will gain 2,025 new jobs (1902 military, 65 civilian and 58 contractor), and Mayport will gain 410 jobs (397 military and 13 civilian)," explained Stearns. "As a whole, Florida gains 2,757 jobs. The NAS JAX gain is attributed mostly to the relocation of the aircraft and dedicated personnel, equipment and support from Naval Air Station Brunswick, ME, which was realigned to a Naval Air Facility. The Mayport gain is attributed to the closure of Naval Station Pascagoula, MS. Its ships along with dedicated personnel, equipment, and support are being relocated to Mayport. Also, it relocates the ship intermediate repair function to Shore Intermediate Maintenance Activity Mayport."
In addition, Jacksonville International Airport Air Guard Station gains from the closing of Otis Air National Guard Base, MA. The 102nd Fighter wing's F-15s will be partially distributed to the 125the Fighter Wing at Jacksonville Airport.

GROUP PRESENTS STEARNS WITH ITS "MOTHER'S CHOICE" AWARD
WASHINGTON, MAY 4, 2005 - The Allergy & Asthma Network Mothers of Asthmatics last night presented Rep. Cliff Stearns (R-Ocala) with its "Mother's Choice" Award for his outstanding efforts in promoting awareness of asthma and promoting the causes of asthma sufferers. The Award states, "For your leadership on the Asthmatic Schoolchildren's Treatment and Health Management Act." Said Stearns, "I am deeply honored to receive this recognition from this distinguished group of advocates for asthmatics. I look forward to continuing to work with you on behalf of the 20 million Americans who have asthma."
Stearns offered H.R. 2023, the Asthmatic Schoolchildren's Treatment and Health Management Act (ASTHMA), in 2003. Stearns' legislation was approved by the House and Senate, and then signed into law by President Bush in 2004. Many students attend schools in states that prohibit them from carrying their prescribed asthma medication. This law encourages states to pass 'right-to-carry' legislation. It contains no mandates or costs, and merely directs the Secretary of Health and Human Services to give preference to a state's 'right-to-carry' status when awarding its grants for asthma-related programs. When Stearns offered the bill, only 20 states had laws protection students with asthma; today, 41 states protect students with asthma.

AREA MEMBERS JOIN STEARNS IN OUTLINING IMPORTANCE OF NADEP PRIOR TO BASE CLOSING ROUND
WASHINGTON, APRIL 27, 2005 - Rep. Cliff Stearns (R-6th) today sent a letter to the Secretary of Defense, Donald Rumsfeld, outlining the importance of the Naval Air Depot (NADEP) Jacksonville to our national security. "As you are poised to begin a Base Realignment and Closure (BRAC) round to comprehensively examine our nation's defense infrastructure, we are writing to share with you some information about the uniquely important role to our nation's security of the Naval Air Depot in Jacksonville, Florida," wrote Stearns. "NADEP Jacksonville has made direct contributions to fleet readiness, which we are proud to share with you." Reps. Corrine Brown, Ander Crenshaw, and John Mica joined Stearns in signing the letter.
The letters pointed out specific examples in which NADEP personnel contributed directly to returning equipment to combat readiness. In one instance, NADEP corrected a problem in an engine component of the F/A-18. The engine manufacturer, General Electric, estimated a lead-time of two years to replace the component. However, NADEP Jacksonville developed a way to correct the problem and went into production of the repaired component more than 20 months sooner than General Electric's original estimate.
The letter noted, "Getting our naval aviators, crew, and material skyward is critical, and NADEP Jacksonville is an exemplary depot in its efficiency, accuracy, and dedication to the mission and to our nation's security."

STEARNS A COSPONSOR OF THE LEGISLATION ENDING THIS UNFAIR TAX
WASHINGTON, APRIL 13, 2005 - "Under federal law, grave robbing is punishable with up to two years in prison and a $20,000 fine," noted Rep. Cliff Stearns, "yet the death tax allows the government to take an individual's property after death. I am pleased to vote for H.R. 8, the Death Tax Permanency Act, which makes the repeal of this odious tax permanent."
The House today approved H.R. 8, which extends the repeal of the Death Tax permanently beyond 2010. Under the Economic Growth and Tax Relief Reconciliation Act of 2001, the Death Tax is being gradually reduced and eventually repealed in 2010. However, the Death Tax would become effective again in 2011.
"Although the Death Tax impacts only a small percentage of Americans, its repeal is a matter of fairness - people should not be taxed after their death on money they have already been taxed on during their lifetime," said Stearns. "This measure protects family businesses from this crippling tax or the sale of the business to pay the Death Tax."
